What

The ULI Washington Technical Assistance Panel (TAP) Committee works with the TAP Committee co-chairs and ULI Staff to communicate the value of the Technical Assistance Panel (TAP) program and develop a pipeline of potential TAPs. The committee’s purpose is to provide a valuable community-serving program and ensure that a set number of individual TAPs are contracted each year, as planned in the ULI Washington budget. It is important to understand the distinction between the TAP Committee overall and an individual TAP panel when applying for this committee program. 

TAP Committee members support the TAP program by identifying local stakeholders who might benefit from a TAP in their community, leveraging prior TAPs, and tracking the impacts of the TAP program.  

Strong knowledge of the region, local governments, and community issues along with a robust individual network is useful for the Committee. Because individual Committee members may be in a position to communicate the value of TAPs to stakeholders, past service on an actual TAP panel is a benefit to understanding the benefits the TAP program provides to the region. However, there are no set prerequisites for joining the Committee. 

TAP Committee members are expected to: 

• Attend Committee meetings (every other month). 
• Actively participate in a subcommittee. 
• Identify possible TAPs, outreach to potential sponsors, etc. 
• Support outreach and recruitment for TAP panel participants. 
• Have a strong interest in elevating the TAP program so that more diverse communities and stakeholders are served. 
• Bring individual expertise to the committee – such as in education, marketing, research, and communication. 

Individual TAP panels are comprised of a curated group of ULI Members selected through a separate application process for individual TAPs. These ULI Members will provide guidance on development or planning issues, within a defined problem statement. In-person TAPs are conducted over two full days. TAP committee members may also be considered for individual TAP panels, based on a separate application process and review of ULI’s conflict of interest policy. TAP Committee members are not guaranteed to serve on a TAP during their tenure. 

It is an important goal that both the TAP committee and the individual TAP panels reflect the diversity of the region and are inclusive of many different points of view and perspectives. The committee is also interested in recruiting members who can help identify topics for TAPs that address equitable development, affordable housing, and other DEI priorities. This committee seeks to ensure it is served by a wide range of industry backgrounds – real estate, planning, design, finance, law, etc.

ULI Washington’s leadership will review your application, determine your eligibility, and confirm your seat on a committee. The application period closes on  May 30, 2023. It is expected that anyone expressing interest in a ULI Washington committee maintains their ULI Washington membership status for the duration of their time on that committee. 

Why

Members will have the opportunity to communicate with stakeholders outside of ULI about the TAP process, help select relevant experts to meet the needs of a TAP panel and participate in long-term planning exercises.
