Thank you for your interest in getting involved with ULI New York’s Local Product Councils. Please submit this application by March 31, 2026 to be considered.
- ULI New York has local product councils that cover six different subject areas
- Applicants are only allowed to apply to TWO different local product councils per year
- Applicants can only serve on ONE local product council at a time

What
The mission of the ULI New York Infrastructure Council is to examine the major urban systems needed by the City of New York and the surrounding region, in order to function and prosper: transportation, telecommunications, energy, water supply, waste treatment and storm drainage. The Infrastructure Council assesses the relationships of these systems to each other, identifies future needs, trends and plans, and identifies successful infrastructure financing mechanisms worldwide. The Infrastructure Council promotes sustainable policies and practices which impact real estate development in the New York region and improves the understanding of their relationship to real estate values.
Local Product Councils meet on a quarterly basis and members are expected to attend at least 3 out of the 4 meetings during the ULI fiscal year. Membership is open only to ULI Members.
Cost: The Local Product Council fee is $200/year for private members and $100/year for public, non-profit, YLG, student, or retired members.
- Attend at least 3 out of the 4 meetings per year.
- Actively participate in council meetings and the Council’s information exchange.
- Attend any program and/or event that you are involved in planning.
- Actively participate in District Council activities.
- Must maintain an active ULI membership (Full or Associate).

- Madeleine McDonnell, Deputy Chief Program Officer & Policy Advisor, Gateway Development Commission (GDC) presenting on the history, challenges, and opportunities of GDC’s governance structure – and lessons learned during the project.
- What makes an airport sustainable? How are industry leaders considering social, economic, operational, and environmental components to improve sustainability at airports in New York and across the country? Presentation and interactive discussion about airport industry trends and case studies. Panelists – Maria Cuenca, PE, ENV SP, CEM, LEED GA, Senior Specialist, JFK Redevelopment, Port Authority of New York & New Jersey; Tom Kennedy, Principal, Americas Aviation Leader, ARUP; Kirtan Patel, AIA, LEED GA, Regional Leader of Aviation + Transportation, HOK; Josh Schulnick, Manager, Sustainability & ESG, JetBlue.
- How can we create an accessible transportation system that works for everyone? This is the question driving the work of the MTA’s first agency-wide Chief Accessibility Officer Quemuel Arroyo. Quemuel shared the successes, challenges, and future opportunities in advancing more inclusive infrastructure in our country’s largest mass transportation system – New York’s MTA.
- Discussion covering shifts in federal funding priorities, trade, and the regulatory environment, including approaches to environmental reviews. Featuring insights from Tyler Taba from the Waterfront Alliance, this guided discussion equipped members with actionable insights. Topics covered included how changing federal approaches may create new opportunities or challenges for regional projects, funding strategies, and project timelines.
How
Please complete the below form to apply for a position on the Infrastructure Council for a one-year term concurrent with ULI’s 2027 fiscal year (July 1, 2026 to June 30, 2027). ULI NY’s Council leadership will review your application, determine your eligibility, and confirm your seat on a council.
You may only serve on one Local Product Council per Fiscal Year. Given the competitive nature of the application process, if you are not selected to be on your top choice Council, you will be considered for your second choice Council.
NOTE: Due to the limited number of seats available, applying does not guarantee a spot on a council.
