How
Jury members are responsible for selecting winning projects that meet award criteria: innovative state and local policy initiatives that support the creation and preservation of affordable and workforce housing, specifically housing affordable to households earning at or below 120 percent of the area median income.

A program of the National League of Cities in partnership with ULI, the Rose Center seeks to foster creative, efficient, practical, and sustainable land use policies by providing public officials with access to information, best practices, peer networks, and other resources. The flagship program of the Rose Center is the Daniel Rose Fellowship, which provides city leaders with the insights, peer-to-peer learning, and analysis needed to improve their cities.
Since 2003, the competition has engaged multidisciplinary student teams to devise a comprehensive development program for a real, large-scale site. Teams of students representing three or more disciplines have two weeks to develop solutions, creating materials that include drawings, site plans, tables, and market-feasible financial data.
With over 1,500 events held annually across 54 locations worldwide, District Council programs engage members on the local level by hosting educational forums, convening events such as special initiative conferences, and providing industry expertise to community leaders.
